Gunmen surround Libyan foreign ministry

TRIPOLI (Reuters) - Gunmen surrounded Libya's Foreign Ministry on Sunday, calling for a ban on officials who worked for deposed dictator Muammar Gaddafi holding senior positions in the new administration.

Just days after the French embassy in Tripoli was bombed, the armed protest raised fresh security fears in the capital and the German embassy suspended some of its activities.

At least 20 pick-up trucks loaded with anti-aircraft guns blocked the roads while men armed with AK-47 and sniper rifles directed the traffic away from the Foreign Ministry, witnesses said.

Armed groups also tried unsuccessfully to storm the Ministry of Interior and the state news agency, according to the prime minister who called a news conference to address the problem.

"These attacks will never get us down and we will not surrender," Ali Zaidan told reporters.

"Those who think the government is frustrated are wrong. We are very strong and determined."

Since Gaddafi was toppled by Western-backed rebels in 2011, Libya has been awash with weapons and roving armed bands that are increasingly targeting state institutions.

Tensions between the government and armed militias have been rising in recent weeks since a campaign was launched to dislodge the groups from their strongholds in the capital.

Sunday's protest was to demand a law - which has already been proposed - be passed, banning Gaddafi-era officials from senior government positions. The law could force out several ministers as well as the congress leader, depending on the wording adopted.

"The Ministry of Foreign Affairs will remain closed until the political isolation law is implemented," the commander of the militia told Reuters.

The foreign ministry had been targeted because some officials employed there had worked for Gaddafi, he said.

Libya's legislature, the General National Congress, has previously been prevented from voting on the bill, when protesters barricaded assembly members inside a building for several hours in March demanding they adopt the law.

"The country will remain in crisis so long as these people are present," assembly member Tawfiq Al-Shehabi told Reuters.

The German embassy reduced its activities, a spokesman said, after the prime minister's assertion it had stopped work at its Tripoli mission.

"The German embassy continues to operate but public access is temporarily restricted," the spokesman said, declining to say how long the measures would remain in place.

US consumers boost spending 0.2 pct. last month

(AP) ? Americans kept increasing their spending in March and their income grew, further indication that consumers are shaking off higher taxes.

The Commerce Department said Monday that consumer spending rose 0.2 percent in March from February. That followed a 0.7 percent jump in February and a 0.3 percent gain in January.

Income increased 0.2 percent last month, following a gain of 1.1 percent in February. After-tax income also rose 0.2 percent.

Higher income has helped offset an increase in Social Security taxes that took effect on Jan. 1. On Friday, the government said consumer spending rose from January through March at the fastest pace in more than two years.

"The consumer is doing reasonably well," Joseph LaVorgna, an economist at Deutsche Bank, said in a note to clients.

Spending on services drove the March increase. That was partly due to an unseasonably cold March, which required Americans to pay more to heat their homes.

Higher spending on utilities does not signal consumer confidence the way purchases on household goods, such as new appliances or furniture, typically do. And other reports suggest consumers may be starting to feel the impact of the tax increase. Sales at retail stores and restaurants fell in March by the most in nine months.

The 2 percentage point tax increase has reduced tax-home pay for nearly all Americans. A person earning 50,000 a year will have about $1,000 less to spend this year. A household with two highly paid workers will have up to $4,500 less.

That may slow consumer spending and economic growth in the April-June quarter. Consumer spending accounts for about 70 percent of economic activity.

Other trends may offset some of the impact of the taxes this year. Consumers have cut their debts and rising home values and stock prices have increased household wealth.

In addition, gasoline has become cheaper. The national average price for a gallon of gas has fallen by 29 cents since Feb. 27 to $3.50. A decline in gas prices leaves consumers with more money to spend on other things.

Consumer spending was actually stronger in March after adjusting for the drop in gas prices. Inflation-adjusted spending rose at a slightly faster 0.3 percent pace. That matched February's inflation-adjusted rate and was higher than January's.

Steady hiring has helped consumers maintain spending, though job gains slowed in March. Employers added just 88,000 jobs last month, much lower than the average of 220,000 per month in the preceding four months.

Economists forecast that the slowdown was temporary. They predict job gains in April rebounded to 160,000, although the unemployment rate is expected to stay at 7.6 percent. The Labor Department will issue the April employment report on Friday.

On Friday, the Commerce Department said the economy expanded 2.5 percent at an annual rate in the January-March quarter. That was much better than the 0.4 percent growth recorded in the fourth quarter. Growth was buoyed by the large increase in consumer spending.

In a healthy economy, with an unemployment rate between 5 percent and 6 percent, GDP growth of 2.5 percent or 3 percent would be considered solid. But the U.S. hasn't been able to maintain that pace since the recession ended nearly four years ago. And in today's still-struggling recovery, with unemployment at 7.6 percent, the economy needs faster growth to generate enough jobs to quickly shrink unemployment.

Since the Great Recession officially ended in June 2009, growth has remained weaker than usual after a severe downturn. The economy expanded just 2.4 percent in 2010, 1.8 percent in 2011 and 2.2 percent in 2012.

NEC Terrain for AT&T spied in leaked press photos, packs a  QWERTY keyboard

Memory of a time where an NEC phone graced US shores escapes us, but the prolific -- and often accurate -- @evleaks has tweeted a press shot that signals a handset from the Japanese firm might soon arrive stateside. Emblazoned with AT&T's logo and reportedly dubbed the NEC Terrain, the Android-toting smartphone shares its front real estate with a screen, a camera and a QWERTY keyboard. No other details were spilled with the image, but with a name like Terrain and what looks like a rubberized border, we wouldn't be surprised if it could withstand a fair amount of rough and tumble.

Last pieces of One World Trade Center are rising

NEW YORK (AP) ? One World Trade Center already is New York's tallest building.

And when the last pieces of its spire rise to the roof ? weather permitting ? the 104-floor skyscraper that replaces the fallen twin towers will be just feet from becoming the highest in the Western Hemisphere.

The Port Authority of New York and New Jersey says the spire pieces plus a steel beacon will then be lifted at a later date from the rooftop to cap the building at 1,776 feet.

Installation of the 800-ton, 408-foot spire began in December, after 18 pieces were shipped from Canada and New Jersey.

The spire will serve as a world-class broadcast antenna.

With the beacon at its peak to ward off aircraft, the spire will provide public transmission services for television and radio broadcast channels that were destroyed on Sept. 11, 2001, along with the trade center towers.

Overlooking the Statue of Liberty and Ellis Island, the high-rise is scheduled to open for business in 2014.

The tower is at the northwest corner of the site, which is well on its way to reconstruction with the 72-story 4 World Trade Center and other buildings.

Monday's celebration of the reconstructed trade center comes days after a grisly reminder of the terror attack that took nearly 3,000 lives: the discovery of a rusted piece of airplane landing gear wedged between a nearby mosque and an apartment building ? believed to be from one of the hijacked planes that ravaged lower Manhattan.

As officials prepared to erect the spire, the office of the city's chief medical examiner was working in the hidden alley where debris may still contain human remains.

The new tower's crowning spire is a joint venture between the ADF Group Inc. engineering firm in Terrebonne, Quebec, and New York-based DCM Erectors Inc., a steel contractor.

The world's tallest building, topping 2,700 feet, is in Dubai.

Anthony Foxx in line for transportation post

WASHINGTON (AP) ? President Barack Obama on Monday will nominate Charlotte, N.C., Mayor Anthony Foxx as his new transportation secretary, a White House official said Sunday.

If confirmed by the Senate, Foxx would replace outgoing Secretary Ray LaHood.

Foxx is Obama's first black nominee among the new Cabinet members appointed for the second term. The president faced criticism early in his second term for a lack of diversity among his nominees.

The official insisted on anonymity to avoid public discussion of the pick before the official announcement.

The official noted that Foxx has led efforts to improve his city's transit infrastructure to expand economic opportunity for businesses and workers. During Foxx's term as mayor, Charlotte has broken ground on several important transportation projects, including the Charlotte Streetcar Project to bring modern electric tram service to the city as well as a third parallel runway at Charlotte/Douglas International Airport. The city has also moved to extend the LYNX light rail system to the University of North Carolina at Charlotte, the official said.

If confirmed by the Senate, Foxx would take over a department that has been at the center of Washington's debate over the impact of the so-called sequester cuts. The automatic cuts resulted in furloughs for air traffic controllers that helped cause delays at many airports.

Congress reached a deal last week to provide the Transportation Department flexibility that allowed it to end the air traffic controller furloughs.

Foxx, an attorney who has worked in several positions with the federal government, was first elected mayor in 2009. He raised his national profile last year when Charlotte played host to the Democratic Party's convention.

He also served as a member of the Charlotte City Council.

Barbra Streisand and Kevin Costner have much worse cases of the syndrome, which makes those films too long, too preachy or otherwise cloying, typically with cameras focused on the boss longer than the story requires. In Streisand?s case, backlighting and other visual enhancements are elements of the diagnosis (e.g.?The Prince of Tides). The worst part about this artistic disease is that the patient seemingly thrives, while inflicting pain and suffering on everyone else. Non-attendance is the only known treatment. Full Review

(AP) ? Marc Gasol had 24 points and 13 rebounds, and the Memphis Grizzlies beat the Los Angeles Clippers 104-83 Saturday to even their first-round playoff series at 2-all.

Zach Randolph finished with 24 points and nine rebounds as the Grizzlies won their second straight to ensure another stop in Memphis for Game 6. Mike Conley had 15 points and 13 assists, and Tayshaun Prince scored 15 in his best game of the series.

Chris Paul and Blake Griffin had 19 points apiece for the Clippers, and Griffin also grabbed 10 rebounds. Los Angeles' reserves outscored its counterparts again, 43-16. But DeAndre Jordan was the only other starter to score for Los Angeles, and he had two points. Chauncey Billups and Caron Butler went a combined 0 for 10 from the floor in being shut out.

Game 5 is Tuesday night in Los Angeles.

The team that controls the boards has won each game of the series so far, with Memphis owning a 45-28 advantage in Game 4. That led to a 22-2 scoring difference in second-chance points, boosted by a 13-5 edge on offensive boards.

The Grizzlies used their prowess on the glass to beat the speedy Clippers when it came to fast-break points, 18-6.

Memphis' biggest advantage is its big men, and Randolph and Gasol each took turns helping the Grizzlies turn this into a best-of-three series.

Randolph had 16 points and seven rebounds in the first half as Memphis got off to a quick start, leading 33-25 after the first quarter. Gasol scored 18 in the second half, using an effective jumper to avoid the paint after picking up his third foul with 7:54 left in the third. Randolph got his third 7 seconds later.

It didn't matter.

The Clippers never lead by more than two, the last at 60-58 on a pair of free throws by Paul with 5:58 left in the third. Gasol then hit a 23-footer that beat the shot clock and made a pair of free throws to put Memphis ahead.

Ronny Turiaf's layup tied it for the sixth and final time. Gasol found Randolph for a layup that put Memphis ahead to stay at 64-62 on the 10th and final lead change with 3:21 left in the third.

Memphis blew it open with a 19-5 surge at the beginning of the fourth and went up as much as 20, the first on a drive by Quincy Pondexter with 3:45 left at 96-76. The Grizzlies outscored the Clippers 33-16 in the quarter and 55-36 for the half.

Clippers coach Vinny Del Negro then subbed in from his bench with 3:02 remaining and had all his starters on the sideline for the final 2 minutes.

The Grizzlies set the tone from the start and led by as much as 12 in the first quarter. They went cold in the second when Paul scored nine of his 14 first-half points to help the Clippers to a 47-46 lead at halftime.

The Clippers wanted to be aggressive in what's been a physical series with lots of wrestling, especially between Randolph and Griffin. All the pounding appeared to take a toll in the second quarter as the Clippers had a chance to take their first lead only to have Griffin travel on back-to-back possessions. They couldn't even connect on a dunk as Prince tipped away a lob to Griffin.

Gasol was the key in the third. He even connected on a 23-foot jumper off an inbounds pass from Prince late in the shot clock. That tied it at 60 with 4:35 left and cranked new energy into the arena.

NOTES: Memphis improved to 17-1 when shooting at least 50 percent. ... The Grizzlies sold out their 12th straight postseason game. ... The Grizzlies played without veteran guard Keyon Dooling, who sat out with a strained muscle. ... Prince had only 10 points in the first three games combined. ... The Clippers shot 13 of 39 in the second half, compared to 20 for 35 for Memphis.

They Need to Be Fed 2 is blue, sometimes. The newly-retooled The Night Jar? Blue. There're blue skies in Madmonster, even if they are the sort prone to say goodbye, and Deep Sea Deli lives near a pineapple under the sea, where everything floats and everything is blue.

Here's what you need to do, Talisman Prologue. Get yourself a blue house. Paint the windows blue. Only wear blue clothes. You know what? Fuck it. Paint the streets blue. The trees too. Who knows, you might even wind up with a girlfriend that's so blue.

It's too late to run. You're getting sucked in.

There, now you've got it in your head too. Mission accomplished. Where were we?

If that's not worth $4.99, I don't know what is. Originally released in 2011, the game has been completely rebuilt using the new Pap interactive audio engine and API for unbelievable 3D sound. Headphones are required.

A thousand-watt jolt of mischief, a spunky, funky, ebullient indie that packs its 81 minutes with cinematic exhilaration.

It may be a slight movie, but it has its sunny charms.

A movie about teenage taggers in the Bronx should be fast and raw, scruffy and loose, and Adam Leon's Gimme the Loot is just that.

As it lopes along, the movie offers a warm but very sharp portrait of New York's have-nots and their uneasy relationship with the haves.

"Gimme the Loot" shouldn't be as appealing and exuberant as it is, it really shouldn't.

Tashiana Washington and Ty Hickson are terrific in the main roles. So is Zo? Lescaze as Ginnie, a spoiled white kid who teaches the taggers a thing or two about drift and being dissolute.

A slim, low-budget coming-of-age tale whose richness lies entirely in its interstices. A keenly observed work that celebrates the unfettered joys of youth, and rewards by reminding of the power of a simple tale told well.

Simultaneously real and hopeful, "Loot" has almost no plot, but when the setting is so fresh and the characters feel so raw and alive, who needs one?

Ghetto laughs with a sophisticated point of view.

...a magical, summery treat.

Promotes robbery and can't be serious in expecting us to care whether Malcolm and Sofia become more than friends.

The winner of the Indie Spirit 'One to Watch' award could never work again and will always have a memorable New York City film to his credit.

An impressive debut feature, Gimme the Loot is also an unusual take on characters who want to leave their stamp on "the city that never sleeps."

Much more grownup than it looks, Gimme the Loot is that rare teen-centric film whose brisk pace is unburdened by sentimentality.

Writer-director Adam Leon has crafted a classic New York story, a film imbued with the fast rhythms and muggy sensations of city life during the summer.

Computer scientists suggest new spin on origins of evolvability: Competition to survive not necessary?

Apr. 26, 2013 ? Scientists have long observed that species seem to have become increasingly capable of evolving in response to changes in the environment. But computer science researchers now say that the popular explanation of competition to survive in nature may not actually be necessary for evolvability to increase.

In a paper published this week in PLOS ONE, the researchers report that evolvability can increase over generations regardless of whether species are competing for food, habitat or other factors.

Using a simulated model they designed to mimic how organisms evolve, the researchers saw increasing evolvability even without competitive pressure.

"The explanation is that evolvable organisms separate themselves naturally from less evolvable organisms over time simply by becoming increasingly diverse," said Kenneth O. Stanley, an associate professor at the College of Engineering and Computer Science at the University of Central Florida. He co-wrote the paper about the study along with lead author Joel Lehman, a post-doctoral researcher at the University of Texas at Austin.

The finding could have implications for the origins of evolvability in many species.

"When new species appear in the future, they are most likely descendants of those that were evolvable in the past," Lehman said. "The result is that evolvable species accumulate over time even without selective pressure."

During the simulations, the team's simulated organisms became more evolvable without any pressure from other organisms out-competing them. The simulations were based on a conceptual algorithm.

"The algorithms used for the simulations are abstractly based on how organisms are evolved, but not on any particular real-life organism," explained Lehman.

The team's hypothesis is unique and is in contrast to most popular theories for why evolvability increases.

"An important implication of this result is that traditional selective and adaptive explanations for phenomena such as increasing evolvability deserve more scrutiny and may turn out unnecessary in some cases," Stanley said.

Stanley is an associate professor at UCF. He has a bachelor's of science in engineering from the University of Pennsylvania and a doctorate in computer science from the University of Texas at Austin. He serves on the editorial boards of several journals. He has over 70 publications in competitive venues and has secured grants worth more than $1 million. His works in artificial intelligence and evolutionary computation have been cited more than 4,000 times.

US economy accelerates at 2.5 percent rate in Q1

(AP) ? U.S. economic growth accelerated from January through March, buoyed by the strongest consumer spending in more than two years. The strength offset further declines in government spending that are expected to drag on growth throughout the year.

The Commerce Department said Friday that the overall economy expanded at an annual rate of 2.5 percent in the first quarter, rebounding from the anemic 0.4 percent growth rate in the October-December quarter.

Much of the gain reflected a jump in consumer spending, which rose at an annual rate of 3.2 percent. That's the best since the end of 2010.

Businesses responded to the greater demand by rebuilding to their stockpiles. And home construction rose further.

But government spending fell at a 4.1 percent rate, led by another deep cut in federal defense spending. That kept growth below economists' expectations of a rate exceeding 3 percent. And broad government spending cuts that began in March are expected to weigh on the economy for the rest of the year, while higher taxes have started to make some consumers and businesses cautious.

Many economists say they think growth as measured by the gross domestic product is slowing in the April-June quarter to an annual rate of just 2 percent. Most foresee growth remaining around this subpar level for the rest of the year.

GDP is the broadest gauge of the economy's health. It measures the total output of goods and services produced in the United States, from haircuts and hamburgers to airplanes and automobiles.

The cuts in government spending have forced federal agencies to furlough workers, reduced spending on key public projects and made businesses more nervous about investing and hiring this year.

The cuts came two months after President Barack Obama and Congress allowed a Social Security tax cut to expire. That left a person earning $50,000 a year with about $1,000 less to spend this year. A household with two high-paid workers has up to $4,500 less.

Consumers' take-home pay is crucial to the economy because their spending drives roughly 70 percent of growth.

Americans appeared to shrug off the tax increase at the start of the year. They boosted spending in January and February, helped by a stronger job market. In part, that's why growth is expected to be solid in the first quarter.

But hiring slowed sharply in March. And consumers cut back their spending at retail businesses, a sign that many were starting to feel the tax increase. Economists expect spending to stay weak in the second quarter as consumers adjust to their smaller paychecks.

Ben Herzon, an economist at Macroeconomics Advisers, said the tax increases could shave roughly 1 percentage point from growth this year. He also expects the government spending cuts to reduce growth by about 0.6 percentage point.

(AP) ? Chilean police on Thursday arrested four people accused of burning a baby alive in a ritual because the leader of the sect believed that the end of the world was near and that the child was the antichrist.

The 3-day-old baby was taken to a hill in the town of Colliguay near the Chilean port of Valparaiso on Nov. 21 and was thrown into a bonfire. The baby's mother, 25-year-old Natalia Guerra, had allegedly approved the sacrifice and was among those arrested.

"The baby was naked. They strapped tape around her mouth to keep her from screaming. Then they placed her on a board. After calling on the spirits they threw her on the bonfire alive," said Miguel Ampuero, of the Police investigative Unit, Chile's equivalent of the FBI.

Authorities said the 12-member sect was formed in 2005 and was led by Ramon Gustavo Castillo Gaete, 36, who remains at large.

"Everyone in this sect was a professional," Ampuero said. "We have someone who was a veterinarian and who worked as a flight attendant, we have a filmmaker, a draftsman. Everyone has a university degree. "

Police said Castillo Gaete, the ringleader, was last seen traveling to Peru to buy ayahuasca, a hallucinogenic brew plant that he used to control the members of the rite.

Boston's Dragnet and the Art of the Manhunt

America was transfixed by the hunt for Dzhokar Tsarnaev, one of two accused Boston Marathon bombers who killed three people and wounded more than 170. The images of heavily armed personnel sweeping the town of Watertown, Massachusetts, captured one of the largest, most complex operations of its kind in U.S. history.

Jack Schonely knows a lot about manhunts. After 30-plus years as a police officer, he now teaches perimeter containment tactics to other law enforcement agencies and wrote the book Apprehending Fleeing Suspects: Suspect Tactics and Perimeter Control, so we asked him how the Boston police executed their manhunt.

"There's a lot about that search and containment that was the same for all sorts of different bad guys, guys who rob banks and steal cars," he says. "But these guys are terrorists. They are throwing IEDs (improvised explosive devices) at officers. I've never heard of that. . . . This was not the normal police foot chase and search."

When Dzhokar was on the loose, the police set in motion a containment operation that begins as soon as police lose sight of a suspect. To police, containment means having a line of sight on all of a suspect's exits. Two observant cops can cover an entire block if positioned on diagonal corners. Vehicle checkpoints, K-9 searches, and?in a case as dramatic as Boston's?a shutdown of public transit can further seal off an area.

The size and urgency of the containment depends on the crime and the level of danger the target represents. Dzhokar's brother, Tamerlan, died while charging police, armed with explosives, so the reaction was sweeping. "Desperation goes hand in hand with the size of the perimeter," Schonely says. "And in that way, these two brothers were off the chart."

Officers on the scene typically determine the size of a perimeter. "It's that lone police officer who was on that street, who was just involved in a gun battle," Schonely says. "The decisions are made by street police officers, deputies, agents, and whoever happens to be there, on what to do and how to do it." The immediate goal of a containment operation is to make the suspect stop moving. "If you don't find a way to contain them, most of these guys will keep moving; they'll get on a bus or a train, they'll call a friend," Schonely says. "If he keeps moving, his chances of getting away increase."

The situation in Boston was extreme. Police had to assume the remaining suspect was armed with guns and explosives. Even more troubling, he had fled into a residential area. The police could call on a huge number of officers to seal off the neighborhood, and so they did. The size of the containment area measured about 20 blocks. Thosuands of officers swept the area. Yet this is more an art than a science?even with all these resources, Dzhokar was located one block outside the designated containment area. Luckily for police, he had stopped running and sought refuge in a boat.

Once the containment perimeter is established, the search begins. In Boston, officers in tactical gear went door to door in search of Dzhokar. In a manhunt, the police can access lawns and peer in windows, but the legal protection of probable cause still exists. If there is no sign of trouble?a blood smear, sign of forced entry, cries for help?the police cannot enter a home no matter who's on the loose. "We still have to follow the law," Schonely says. "Without probable cause, the police can only ask residents to come out for permission to enter."

"The officers were asking, 'How should we deal with the residents?' and we made it clear: 'As courteous and as professional as possible, yet getting the job done,'" Boston Police Department Superintendent William Evans says.

Searching a populated area is certainly a challenge, but it can also work to the police force's advantage. "It can be a plus or a minus," Schonely says. "All those people are put in danger, but they all have eyes and ears." Indeed, Dzhokar was snared by the report of a citizen who saw signs of someone on his property?the covering over his boat was out of place.

One benefit of containment is that it provides time to marshal extra forces for the search. A systematic plan is ideal, with patrol officers backed by police dogs and helicopters. In Boston, a Massachusetts state police helicopter used a Forward Looking Infrared (FLIR) sensor to spot heat signatures.

Schonely, who works in police helicopters over Los Angeles, says the best use of FLIR is in advance of the foot patrols, where it can give the officers below information on the area they are entering. But a heat signature is rarely clear enough to identify as a human being, he says, making the clear image of Dzhokar in the boat a lucky break. Most of the time FLIR shows only a glimmer of heat that can be a reflection, an animal, or even household equipment. "Most officers on the ground think air units can do more than they can. That can make them overconfident," Schonely says.

When the suspect is found, police are supposed to pause, assess the situation, and formulate the endgame. With the manhunt over, it's time for the takedown.

NASA probe observes meteors colliding with Saturn's rings

Apr. 25, 2013 ? NASA's Cassini spacecraft has provided the first direct evidence of small meteoroids breaking into streams of rubble and crashing into Saturn's rings.

These observations make Saturn's rings the only location besides Earth, the moon and Jupiter where scientists and amateur astronomers have been able to observe impacts as they occur. Studying the impact rate of meteoroids from outside the Saturnian system helps scientists understand how different planet systems in our solar system formed.

The solar system is full of small, speeding objects. These objects frequently pummel planetary bodies. The meteoroids at Saturn are estimated to range from about one-half inch to several yards (1 centimeter to several meters) in size. It took scientists years to distinguish tracks left by nine meteoroids in 2005, 2009 and 2012.

Details of the observations appear in a paper in the Thursday, April 25 edition of Science.

Results from Cassini have already shown Saturn's rings act as very effective detectors of many kinds of surrounding phenomena, including the interior structure of the planet and the orbits of its moons. For example, a subtle but extensive corrugation that ripples 12,000 miles (19,000 kilometers) across the innermost rings tells of a very large meteoroid impact in 1983.

"These new results imply the current-day impact rates for small particles at Saturn are about the same as those at Earth -- two very different neighborhoods in our solar system -- and this is exciting to see," said Linda Spilker, Cassini project scientist at NASA's Jet Propulsion Laboratory in Pasadena, Calif. "It took Saturn's rings acting like a giant meteoroid detector -- 100 times the surface area of the Earth -- and Cassini's long-term tour of the Saturn system to address this question."

The Saturnian equinox in summer 2009 was an especially good time to see the debris left by meteoroid impacts. The very shallow sun angle on the rings caused the clouds of debris to look bright against the darkened rings in pictures from Cassini's imaging science subsystem.

"We knew these little impacts were constantly occurring, but we didn't know how big or how frequent they might be, and we didn't necessarily expect them to take the form of spectacular shearing clouds," said Matt Tiscareno, lead author of the paper and a Cassini participating scientist at Cornell University in Ithaca, N.Y. "The sunlight shining edge-on to the rings at the Saturnian equinox acted like an anti-cloaking device, so these usually invisible features became plain to see."

Tiscareno and his colleagues now think meteoroids of this size probably break up on a first encounter with the rings, creating smaller, slower pieces that then enter into orbit around Saturn. The impact into the rings of these secondary meteoroid bits kicks up the clouds. The tiny particles forming these clouds have a range of orbital speeds around Saturn. The clouds they form soon are pulled into diagonal, extended bright streaks.

"Saturn's rings are unusually bright and clean, leading some to suggest that the rings are actually much younger than Saturn," said Jeff Cuzzi, a co-author of the paper and a Cassini interdisciplinary scientist specializing in planetary rings and dust at NASA's Ames Research Center in Moffett Field, Calif. "To assess this dramatic claim, we must know more about the rate at which outside material is bombarding the rings. This latest analysis helps fill in that story with detection of impactors of a size that we weren't previously able to detect directly."

The Cassini-Huygens mission is a cooperative project of NASA, the European Space Agency and the Italian Space Agency. NASA's Jet Propulsion Laboratory, Pasadena, Calif., a division of the California Institute of Technology, Pasadena, manages the Cassini-Huygens mission for NASA's Science Mission Directorate in Washington. JPL designed, developed and assembled the Cassini orbiter and its two onboard cameras. The imaging team consists of scientists from the United States, England, France and Germany. Retired star found with planets and debris disc

Apr. 9, 2013 ? The European Space Agency's Herschel space observatory has provided the first images of a dust belt -- produced by colliding comets or asteroids -- orbiting a subgiant star known to host a planetary system.

The team of scientists who made the discovery publishes their results in the Oxford University Press journal Monthly Notices of the Royal Astronomical Society.

After billions of years steadily burning hydrogen in their cores, stars like our Sun exhaust this central fuel reserve and start burning it in shells around the core. They swell to become subgiant stars, before later becoming red giants.

At least during the subgiant phase, planets, asteroids and comet belts around these 'retired' stars are expected to survive, but observations are needed to measure their properties. One approach is to search for discs of dust around the stars, generated by collisions between populations of asteroids or comets.

Thanks to the sensitive far-infrared detection capabilities of the Herschel space observatory, astronomers have been able to resolve bright emission around the star Kappa Coronae Borealis (? CrB, or Kappa Cor Bor), indicating the presence of a dusty debris disc. This star is a little heavier than our own Sun at 1.5 solar masses, is around 2.5 billion years old and lies at a distance of roughly 100 light years.

From ground-based observations, it is known to host one giant planet roughly twice the mass of Jupiter orbiting at a distance equivalent to the Asteroid Belt in our own Solar System. A second planet is suspected, but its mass is not well constrained.

Herschel's detection provides rare insight into the life of planetary systems orbiting subgiant stars, and enables a detailed study of the architecture of its planet and disc system.

"This is the first 'retired' star that we have found with a debris disc and one or more planets," says Amy Bonsor of the Institute de Plan?tologie et d'Astrophysique de Grenoble, and lead author of the study.

'The disc has survived the star's entire lifetime without being destroyed. That's very different to our own Solar System, where most of the debris was cleared away in a phase called the Late Heavy Bombardment era, around 600 million years after the Sun formed."

Dr Bonsor's team used models to propose three possible configurations for the disc and planets that fit Herschel's observations of Kappa Cor Bor.

The first model has just one continuous dust belt extending from 20 AU to 220 AU (where 1 AU, or Astronomical Unit, is the distance between Earth and Sun). By comparison, the icy debris disc in our Solar System -- known as the Kuiper Belt -- spans a narrower range of distances, 30-50 AU from the Sun. In this model, one of the planets orbits at a distance of greater than 7 AU from the star, and its gravitational influence may sculpt the inner edge of the disc.

A variation on this model has the disc being stirred by the gravitational influence of both companions, mixing it up such that the rate of dust production in the disc peaks at around 70-80 AU from the star.

In another interesting scenario, the dust disc is divided into two narrow belts, centred on 40 AU and 165 AU, respectively. Here, the outermost companion may orbit between the two belts between a distance of about 7 AU and 70 AU, opening the possibility of it being rather more massive than a planet, possibly a substellar brown dwarf. "It is a mysterious and intriguing system: is there a planet or even two planets sculpting one wide disc, or does the star have a brown dwarf companion that has split the disc in two?" says Dr Bonsor.

As this is the first known example of a subgiant star with planets and a debris disc orbiting it, more examples are needed to determine whether Kappa Cor Bor is unusual or not.

"Thanks to Herschel's sensitive far-infrared capabilities and its rich dataset, we already have hints of other subgiant stars that may also have dusty discs. More work will be needed to see if they also have planets," says G?ran Pilbratt, ESA's Herschel project scientist.

Aid groups to suffer if EU sanctions North Korean bank

BEIJING (Reuters) - European aid groups operating in North Korea might have to hand-carry cash into Pyongyang or stop work altogether if Washington convinces the European Union to sanction the reclusive country's main foreign exchange bank, aid workers said.

Germany and France had already expressed concern about the possible impact on aid groups as well as European embassies in Pyongyang should the EU sanction the Foreign Trade Bank, separate sources said. Many foreign entities with offices in North Korea use the bank.

Washington announced sanctions in March, saying the bank helped fund Pyongyang's banned nuclear program. Japan followed suit last week while Australia is expected to do the same. The U.S. measures prohibit any transactions between U.S. entities or individuals and the Foreign Trade Bank.

Embassies, non-governmental organizations and U.N. agencies such as the World Food Programme use the Foreign Trade Bank. It is the last major institution in North Korea for legal international transactions and Pyongyang specifically required NGOs to use it, aid workers said.

"You can't operate without the bank," said Katharina Zellweger, who headed the Swiss Agency for Development and Cooperation in Pyongyang from 2006-2011. "Except if you carry in suitcases of cash. But I don't think that is the right way to go."

NO EU PLAN ... YET

No firm EU proposal to sanction the bank has so far been put forward, diplomats in Brussels said, although they did not rule out that it could be added to the EU sanctions list against North Korea at some point.

A U.S. State Department official told reporters in Brussels on March 26 that Washington hoped the EU looked "hard" at imposing sanctions. The intention was not to hurt NGOs that did legitimate work, the official added.

"We will work through any concerns that arise related to purchases of humanitarian goods, but it is critically important that we isolate FTB for its facilitation of proliferation activities," an official from the U.S. Treasury Department told Reuters last week.

NGOS TAKE CONCERNS TO EU DIPLOMATS

About six European NGOs have offices in North Korea. Their work focuses largely on humanitarian aid and agricultural development projects. American NGOs work in North Korea but none have a permanent office in the country.

Countries with embassies in Pyongyang include Britain, Germany, Sweden, Poland, the Czech Republic, Romania and Bulgaria. France has a cultural affairs office in Pyongyang but it is not a diplomatic mission. Washington has no diplomatic ties with North Korea.

European NGOs in North Korea said they had told EU diplomats the Foreign Trade Bank was vital to their work. Two sources with knowledge of those talks said France and Germany expressed concern during meetings in Brussels about the impact of sanctions on aid groups and embassies should the EU adopt them. French and German aid organizations have offices in Pyongyang.

Romania's Foreign Ministry said its embassy in Pyongyang depended on the bank to pay for utilities and other services and would struggle to operate if it was sanctioned. Bulgaria said its mission would not be affected. Other European countries declined to make on-the-record comments.

An EU official in Brussels said the adverse impact on NGOs, embassies and other organizations would need to be considered if measures were taken against the Foreign Trade Bank.

Emilia Casella, a spokeswoman for the World Food Programme in Rome, said the agency used the bank to receive and make payments and expected it would continue to do so. The United Nations Development Programme (UNDP), which has an office in Pyongyang, declined to comment.

Even if the EU took no action or gave an exemption to certain organizations, non-U.S. banks sending money to the Foreign Trade Bank will have noted Washington's sanctions.

Indeed, experts have said the U.S. move against the bank was designed to make foreign banks that do business in the United States think twice about dealing with the bank, much the same way banks have become wary about having ties with financial institutions in sanctions-hit Iran.

If entities in Pyongyang had to use the Foreign Trade Bank, they would end up spending a lot of time seeking clarity or an exemption to avoid hassle from the U.S. Treasury and their homebase bank, said George Lopez, a former U.N. North Korea sanctions monitor, now at the University of Notre Dame.

"Usually the latter (the homebase bank) is the group most nervous and difficult because its own reputational status is on the line," Lopez said.

OBSCURE BANK

Little is known about the Foreign Trade Bank, whose assets and investments are a state secret. It is also unclear where it has branches. Visitors to North Korea said its headquarters is a stately Soviet-style building near Kim Il Sung Square in central Pyongyang.

Washington announced sanctions on the bank just days after fresh U.N. sanctions were imposed on North Korea for its February 12 nuclear test, the country's third. The U.N. sanctions tighten financial curbs on North Korea, including the illicit transfer of bulk cash, and crack down on its attempts to ship and receive banned cargo.

"If the EU extends sanctions to the Foreign Trade Bank, as the U.S. has done, then like all other embassies, U.N. organizations and NGOs in North Korea we too will have problems to implement our humanitarian projects here," said Bettina Beuttner, spokeswoman for the German NGO Welthungerhilfe, which has a base in Pyongyang. "If this happens, we do not yet know how we will be able to work."

A representative from another NGO in Pyongyang, who declined to be identified because of the sensitivity of the matter, said if it became impossible to send money to North Korea the organization would have to freeze its programs.

Washington has targeted North Korea's limited financial links to the global community before. In 2005, some $25 million in North Korean money was frozen in a U.S. Treasury-inspired raid on Macau-based Banco Delta Asia (BDA), which Washington alleged handled illicit funds for Pyongyang.

Besides the EU, Washington has also spoken to China about the Foreign Trade Bank. David Cohen, the U.S. Treasury undersecretary for terrorism and financial intelligence, told reporters he raised the issue with Chinese officials in Beijing last month, although he did not say what their response was.

It is unclear how much of the $6 billion in annual trade between China and North Korea goes through the bank. China is by far the North's biggest trade partner.

Felix Abt, a Swiss entrepreneur who has worked in Pyongyang and helped run a financial training programme for Foreign Trade Bank officials, said sanctions would be a "huge setback for economic development" in North Korea. "In the worst case scenario ... it would drive the economy underground. They would have to use cash couriers or other funny methods," he said.

Zellweger, who has studied small North Korean businesses and the country's economy, said local firms trying to do legitimate business would be pushed into what she called a "grey zone" if foreign companies stopped using the bank.

"It makes it so no one wants to do business with North Korea, even legal business," said Zellweger.
