NEW YORK (Reuters) - AT&T Inc has inked two deals worth more than $2.68 billion this week as it accelerates its push to expand its wireless spectrum holdings to beef up capacity for high-speed services.

The Verizon Wireless deal was announced just days after AT&T said it will pay $780 million in cash to buy Atlantic Tele-Network Inc's Alltel wireless business, which includes spectrum and 585,000 customers.

These deals follow 2012, a year in which the company forged a total of 50 spectrum deals that increased its national spectrum holdings by a third, AT&T Chief Executive Randall Stephenson said during the company's quarterly conference call on Thursday.

The operator, which needs to catch up with Verizon Wireless in a high-speed wireless network upgrade, has been seeking smaller spectrum deals since the failure in late 2011 of its $39 billion bid to buy T-Mobile USA, a unit of Deutsche Telekom AG , due to regulatory opposition.

AT&T, Verizon Wireless and their smaller rivals are all looking to bolster their capacity so they can profit from increasing consumer demand for mobile internet services for smartphones, tablet computers and other devices.

Wells Fargo analyst Jennifer Fritzsche said that the deal was positive for both companies and gives AT&T spectrum in important markets such as Chicago, Los Angeles and Miami.

"While on the surface this appears to be a rich price, we would note that the B block licenses that AT&T is acquiring are concentrated in major metropolitan markets," Fritzsche said.

The deals announced this week follow AT&T's August agreement to buy wireless company NextWave Wireless Inc for its spectrum holdings for $50 million and $550 million of debt.

AT&T said the Verizon Wireless licenses it is buying, for airwaves in the 700 megahertz spectrum range, cover a population of 42 million in 18 U.S. states.

It said it expects to close the deal, which is subject to regulatory approval, in the second half of 2013.

Verizon Wireless, a venture of Verizon Communications and Vodafone Group Plc , committed to sell a chunk of spectrum last year while it was seeking approval for its agreement to buy spectrum from cable operators.

BANGKOK (AP) ? Asian stock markets were mixed Monday amid uncertainty about the outcome of a central bank meeting in Japan and nervousness over whether U.S. political leaders will be able to reach a deal on the government's debt limit.

Congress must agree to raise the limit on how much debt the U.S. can have by the end of February otherwise the country risks default and could be slapped with damaging credit downgrades.

Even if the ceiling is raised, it would likely be at the cost of deep spending cuts demanded by Republicans in Washington.

"Markets remain optimistic, mainly because failure to forge a deal would be a disaster," analysts at Credit Agricole CIB in Hong Kong said in a report. "However, the more time that passes the more nervous markets should become."

Dickie Wong, executive director of research at Kingston Securities in Hong Kong, said he was optimistic that an agreement would be reached because of the high price tag attached to failing to do so.

"Both parties will find some kind of solution because they all know that the debt ceiling will have to be increased," Wong said. "At the very last minute they will sort it out."

Japan's Nikkei 225 index fell 0.9 percent to 10,81.60 ? off a 32-month closing high hit Friday ? as the yen gained some ground against the dollar and the Bank of Japan began a two-day policy meeting.

The central bank has been under pressure from Japan's new government to take more aggressive steps to fight the country's long deflationary slump. Some analysts say they expect the bank to expand its asset-purchasing program and set an inflation target.

South Korea's Kospi was nearly unchanged at 1,988.11. Hong Kong's Hang Seng advanced 0.1 percent to 23,631.85. Australia's S&P/ASX 200 rose 0.1 percent to 4,775.10.

Benchmarks in mainland China, Singapore and New Zealand rose. Those in Taiwan and Indonesia fell.

Among stocks on the downturn were Japanese export shares, which shot up in recent sessions as the yen slid against other major currencies. Suzuki Motor Corp. fell 1.8 percent. Mitsubishi Motors Corp. shed 3.2 percent.

The National Australia Bank rose 1.8 percent amid speculation that Spanish banking giant Santander was considering a bid for its U.K. business.

Better earnings from General Electric and Morgan Stanley helped Wall Street inch higher Friday. The Dow Jones industrial average rose 0.4 percent to 13,649.70. The Standard & Poor's 500 rose 0.3 percent to 1,485.98. The Nasdaq composite index fell marginally to 3,134.70.

Benchmark oil for February delivery was down 35 cents to $95.2 per barrel in electronic trading on the New York Mercantile Exchange. The contract rose 7 cents to finish at $95.56 per barrel on the Nymex on Friday.

In currencies, the euro rose to $1.3324 from $1.3320 late Friday in New York. The dollar fell to 89.56 yen from 90.03 yen.

It is a sign that we now depend on ongoing financial assistance from foreign countries to finance our Government?s reckless fiscal policies.

Over the past 5 years, our federal debt has increased by $3.5 trillion to $8.6 trillion. That is ?trillion? with a ?T.? That is money that we have borrowed from the Social Security trust fund, borrowed from China and Japan, borrowed from American taxpayers. And over the next 5 years, between now and 2011, the President?s budget will increase the debt by almost another $3.5 trillion.

Numbers that large are sometimes hard to understand. Some people may wonder why they matter. Here is why: This year, the Federal Government will spend $220 billion on interest. That is more money to pay interest on our national debt than we?ll spend on Medicaid and the State Children?s Health Insurance Program. That is more money to pay interest on our debt this year than we will spend on education, homeland security, transportation, and veterans benefits combined. . . .

Our debt also matters internationally. My friend, the ranking member of the Senate Budget Committee, likes to remind us that it took 42 Presidents 224 years to run up only $1 trillion of foreign-held debt. This administration did more than that in just 5 years. Now, there is nothing wrong with borrowing from foreign countries. But we must remember that the more we depend on foreign nations to lend us money, the more our economic security is tied to the whims of foreign leaders whose interests might not be aligned with ours.

Increasing America?s debt weakens us domestically and internationally. Leadership means that ?the buck stops here.? Instead, Washington is shifting the burden of bad choices today onto the backs of our children and grandchildren. America has a debt problem and a failure of leadership. Americans deserve better.

Singer silences his stutter with song on 'Idol'

?American Idol? returned to its roots on Thursday with a kinder, gentler episode filled with inspiring stories designed to tug at the heartstrings and make it even sadder when some of those getting good news in Chicago are summarily booted off in Hollywood.

The biggest story by far was Lazaro Arbos. Arbos has a stutter bad enough that even a simple sentence is difficult for him, and the judges had to help him get the words out when he told them the name of his song. But as soon as he broke out ?Bridge Over Troubled Waters,? all of that went away, and he got four yes votes from the overwhelmed panel.

Is Arbos likely to win? Probably not. But he?s a great story and he inspired anyone who watched. That, traditionally, is what the audition episodes are all about.

Unconventional for a different reason was Kez Ban. Ban doesn?t have the look of a pop singer ? she has the look of someone who plays with fire for a living, which, as a fire performer, is what she does ? and she acted like she didn?t much care how she did and was just there on a lark. Maybe she had a gig down the street and showed up to kill time.

But whether she was slumming it or simply sandbagging, Ban got four yes votes and moved on to Hollywood. Then she complained about the paperwork she?d have to fill out. Her voice was good enough to go far, but she?ll probably have to act like she cares a little bit about how she does if she wants to succeed in the competition.

That was just the tip of the iceberg in the TV-movie-of-the-week category:

• Mariah Pulice was recovering from an eating disorder, and clutched her golden ticket as if it were an affirmation of all the work she?d done to get there, which it pretty much was.
• Clifton Duffin?s parents had never heard him sing, and then got called in to hear his good news.
• Brandy Neelly was adopted by her aunt after her mom and dad had problems, which is not something viewers heard about when she made it to Hollywood a year ago.

All three moved on. Apparently this ?not taking the stories into account when making decisions? thing everyone talked about before the season began is not 100 percent true.

Another familiar face making a return trip was Johnny Keyser. He got bounced in Hollywood a year ago, was one of four contestants with a chance to get voted back to be a finalist, and lost out on that as well to Jermaine Jones. (Nice call on that one, America!) Performing before a panel that featured three different judges than he saw a year ago, Johnny got the second chance he was looking for.

"Hopefully you've done some work so you won't crash and burn this time," Randy Jackson said. Thanks for the support, dawg!

Also of note: Gabe Brown was discovered in Iowa City, was bused to Chicago, bribed the judges with cookies and got in despite a very unpoppy like rock vocal. If you want to get in good with the folks who count at this stage, sweets are apparently the way to go.

The judges' story lines were the same as the first episode. Mariah Carey is the one all the contestants genuflect before. Nicki Minaj is the one who does whatever it takes to keep herself from dying of boredom, whether it?s accents, deadpan humor or the slow torture of dangling faint hopes in front of overmatched contestants and watching that dreamlike optimism wither and die in their eyes. And Keith Urban is the laid-back dude who?s supposed to be normal.

But that apparently changes next week when the show moves to Charlotte, N.C., and the drama between the women on the panel really starts. Thursday night was inspiration. Next time, apparently, it?s just frustration.

Gene in eye melanomas linked to good prognosis

Melanomas that develop in the eye often are fatal. Now, scientists at Washington University School of Medicine in St. Louis report they have identified a mutated gene in melanoma tumors of the eye that appears to predict a good outcome.

The research is published in the advance online edition of Nature Genetics.

"We found mutations in a gene called SF3B1," says senior author Anne Bowcock, PhD, professor of genetics. "The good news is that these mutations develop in a distinct subtype of melanomas in the eye that are unlikely to spread and become deadly."

Eye tumors called uveal melanomas occur in about 2,000 patients a year, making up about 5 percent of all melanomas. In many patients, there are no symptoms, and the tumors become fatal when they spread to the liver.

Several years ago, Bowcock and the study's lead author, J. William Harbour, MD, a former Washington University eye surgeon who is now at the University of Miami, identified a commonly mutated gene, BAP1, in patients with uveal melanomas.

They found BAP1 alterations in about 80 percent of uveal melanomas with a poor prognosis, called class II tumors. About 75 percent of patients with these tumors die within five years, a sharp contrast to the generally favorable outcomes of patients whose tumors don't have BAP1 mutations, called class I.

For the new study, Bowcock and her colleagues initially sequenced the DNA of uveal melanomas from 18 patients whose BAP1 status was already known. Seven had no BAP1 mutations (class I tumors), and 11 had BAP1 mutations (class II tumors).

The researchers' analysis uncovered alterations in the SF3B1 gene in three of the patients.

"This is the first time mutations in this gene have been found in uveal melanoma," says Bowcock, who also is a professor of pediatrics and of medicine.

As part of the current study, the researchers also looked for SF3B1 mutations in uveal melanoma tumors from 102 patients, finding it in nearly 20 percent of them. Mutations in the gene were linked to favorable features, including a younger age at diagnosis and a far lower metastasis rate.

Interestingly, SF3B1 mutations always occurred at the same site of the gene. And the SF3B1 and BAP1 mutations were found to be almost mutually exclusive, meaning that if patients had a mutation in one of the genes, they were unlikely to have a mutation in the other.

"This suggests mutations in these genes may represent alternative pathways in tumor progression," Bowcock says.

The SF3B1 gene also has been reported recently by other researchers to be mutated in a pre-leukemia illness called myelodysplastic syndrome. For these patients, SF3B1 mutations mean the condition is less likely to develop into a full-blown leukemia. Changes in the SF3B1 gene also have been found in chronic lymphocytic leukemia and less frequently in breast cancer and other solid tumors. The gene's link to prognosis is unclear for these cancers.

Normally, the SF3B1 gene is involved in converting DNA's chemical cousin, RNA, into messenger RNA. This messenger molecule carries DNA's code and serves as a template for making proteins. The researchers don't yet understand how mutations in this gene are involved in cancer but it's the next step of their research.

"We want to understand the functional consequences of mutations in SF3B1," Bowcock says. "How are changes in this gene linked to cancer development? This is the fourth gene known to be mutated in uveal melanoma along with BAP1 and the genes GNAQ and GNA11. A complete understanding of the molecular basis of this tumor will be invaluable in predicting prognosis and in the identification and development of novel treatments for this cancer."

Eyewitness: 'We'll kill infidels,' gunmen told Algeria captives

(Reuters) - Islamist gunmen who seized hundreds of gas plant workers in the Sahara told Algerian staff they would not harm Muslims but would kill Western hostages they called "Christians and infidels", a local man who escaped said on Thursday.

In a rare eyewitness account of Wednesday's dawn raid deep in the desert, a local man employed at the facility told Reuters the militants appeared to have good inside knowledge of the layout of the complex and used the language of radical Islam.

"The terrorists told us at the very start that they would not hurt Muslims but were only interested in the Christians and infidels," Abdelkader, 53, said by telephone from his home in the nearby town of In Amenas. "We will kill them, they said."

His voice choking with emotion - "I'm a lucky man," he said over the sound of children playing and a television relaying the latest news - Abdelkader described how he managed to escape along with many of the hundreds of Algerians initially detained.

He asked that his family name be withheld.

"I am still choked, and stressed," he said, adding that he feared many of his foreign colleagues may have died. "The terrorists seemed to know the base very well," he said, "Moving around, showing that they knew where they were going."

The kidnappers said they were retaliating for last week's French offensive in neighboring Mali, and demanded that Paris call off the operation and that Algeria withdraw cooperation.

Security experts said, however, that the raid appeared to have been planned well in advance - although the decision to launch it now may have been influenced by events in Mali.

An Algerian military operation to end the siege appeared to be continuing late on Thursday. Twenty-five foreign hostages had escaped and six were killed, Algerian sources said. On Wednesday, the militants said they held 41 Westerners, including Americans, Japanese and Europeans of various nationalities.

I am facing my fear of public speaking?again. I am re-engaging with my Toastmasters club and accepting speaking engagements. Whether it?s five minutes or 30 minutes, I am facing the fear. Speaking at a larger event also means I have to pretend to be an extrovert.

Truth be told, I am an introvert. My energy comes from being by myself and not with other people. If you?re not sure, ask yourself what you like to do on a Friday evening. If you like to go out with friends, you?re an extrovert. If you go home to be alone, you?re an introvert.

Being an introvert also makes it nerve wracking to speak in public. If I want to meet my professional goals I need to face my fear of public speaking. That?s why I joined Toastmasters.

I learned a secret from my Toastmasters mentor Mike:

You can?t get rid of the butterflies but you can make them fly in formation.

Mike has been a Toastmaster for more years than he would like me to mention. He still gets butterflies. You might think that wasn?t comforting to learn but it was. I would never have known he has the fear too. That?s how well he gets the butterflies to fly in formation.

The next secret I learned was that a speech is merely a blog post that is spoken. There is an opening, three points and a conclusion, at least for us beginners.

If I can blog in this format, I can learn to speak in this format.

?As a blogger I can throw a speech together in my sleep. Then I have to practice so the butterflies fly in formation. Learning the second secret made me feel like I was already 50% of the way to victory!

Whatever your fear, you must face it.

Apple iPhone 5 component orders cut due to slowing demand

Demand for Apple's iPhone 5 appears to have cooled, with the company reportedly dramatically reducing orders for critical components used to produce its flagship smartphone.

There's little denying that Apple's iOS 6-based iPhone 5, which boasts a thinner design and larger, high-resolution display than previous models, is a stunning smartphone - but the gadget has been under increasing pressure from devices running Google's Android operating system. In particular, the LG-manufactured Nexus 4 handset, with its extremely low price and high specifications, has been proving popular enough to harm iPhone sales - despite issues keeping the device in stock.

Apple, meanwhile, appears to have the opposite problem. According to a report in the Wall Street Journal, Apple has slashed orders for iPhone 5 components to a level half that previously expected, indicating that demand for the iPhone 5 has been significantly weaker than the company expected.

Citing anonymous sources familiar with the situation, the WSJ claimed that Apple's orders for iPhone 5 display screens has been cut to half its previously planned level - suggesting that sales of the device have not been living up to Apple's expectations. The news follows a slide in Apple's smartphone market share, which has dipped from 23 per cent at the start of last year to 14.6 per cent in the third quarter. The company's biggest competition, it seems, is Samsung and its popular Galaxy line - including the Galaxy S3 and upcoming Galaxy S4 - which captured 31.3 per cent of the smartphone market in the same period.

The news has hurt investor confidence in the company, with Apple stock dropping 3.57 per cent as the news broke - a continuation of a slide that has seen the company's value drop nearly 30 per cent in recent months.

Apple, for its part, has refused to comment on the claims, but with an iPhone 6 - or iPhone 5S - waiting in the wings, the company is going to have to work hard to win back customers from Samsung and other Android rivals.

The backstory here is that a couple of Chinese guys in camouflage gear approached us at our CES stage, and after an awkward conversation, it turned out that they just wanted to show us the three rugged phones they brought all the way from Shenzhen. Starting from the right we have the Runbo (like Rambo?) X1 IP67-certified featurephone cum walkie-talkie, which packs a 2-inch 176 ? 144 display, a 0.3-megapixel front-facing camera, a laser pointer, quad-band GSM plus 800MHz CDMA cellular radios, 400 to 470MHz range for the software-configurable walkie-talkie, a surprisingly loud speaker and a 2,200mAh battery. This will be available for ?980 or about $160 on Taobao online store (the Chinese equivalent of eBay) in the next couple of days, and we've been told that there will also be a variant with GPS added.

But the real stars of the show are the two brick-sized vanilla Android 4.0.4 devices. The phone pictured in the middle is the Runbo X5, a device featuring a 1GHz dual-core Cortex-A9 MTK6577 chipset, 1GB RAM, 4GB storage, microSD expansion, a 4.3-inch 800 x 480 IPS display, an app-triggered laser pointer, an eight-megapixel main camera, a 0.3-megapixel front camera, a super loud speaker (again) and a massive removable 3,800mAh battery. And yes, this also comes with a 400 to 470MHz walkie-talkie radio (up to 10km range; with detachable antenna), along with the additional 850/1900/2100 WCDMA radio, two SIM slots (WCDMA plus GSM), WiFi, Bluetooth 3.0 and GPS. These specs are the same for the Runbo X3 on the left, except for the smaller 3.5-inch 800 x 480 IPS panel to make space for the QWERTY keyboard below it. The best part here are the prices: both of these IP67-certified devices are available on Taobao or the official website for just ?1,999 or about $320, which is a bargain for both the ruggedness and the fact that these double as standard walkie-talkies. US folks can also order directly from eBay for $380, which is also a steal. But does this surprisingly low price reflect the quality? Find out in our hands-on after the break.

Not only do we have a slew of high profile releases coming this March, there are two major gaming events crammed into the end of the month. Now, a rumor from?Game Informer (via?Videogamer) is claiming that March will be even busier, with next-gen console reveals from Sony and Microsoft set to take place right around GDC.

?We hear that both Sony and Microsoft are targeting special Apple-style press conferences to unveil their platforms near the Game Developers Conference in late March,? the gaming mag allegedly reports in its latest issue. ?E3 in June may be the industry?s biggest event, but both companies want to give their systems their own limelight.?

It certainly would make sense for both companies to have their own events dedicated strictly to their new hardware, as the torrent of game announcements during E3 would undoubtedly steal some of the excitement. Delivering a rambling and confessional speech, Jodie Foster, honored for the Cecil B. DeMille award for lifetime achievement in film at the 70th Annual Golden Globes, addressed rumors that she is a lesbian. She said, ?I?m just going to put it out there, loud and proud, right? I am?single. I?m kidding.?

She added that she did her coming out to friends a long time ago (though not in a public forum), acknowledged she had a female partner when she thanked Cydney Bernard, who she also called out as the co-parent of their children.

Bringing many to tears, Foster, who has been on camera most of her life as an actress and a director, suggested her career will be changing: ?I?m never going to be up on this stage again. I will continue to tell stories, but from now on, I may be holding a different talking stick.?

Obama: US war in Afghanistan winding down

WASHINGTON (AP) ? With the war in Afghanistan winding down after 11 years, President Barack Obama says the time is right for U.S. forces to let Afghans do their own fighting.

In his radio and Internet address Saturday, Obama says U.S. forces will shift to a support role as Afghan soldiers take the lead in defending their country.

Obama met Friday with Afghan President Hamid Karzai at the White House and agreed that U.S. troops will go home in larger numbers starting this spring ? several months ahead of schedule. He says "America's war in Afghanistan will be over" by the end of 2014.

In the Republican address, freshman Sen. Deb Fischer of Nebraska says that with the fiscal cliff averted, Congress and the president must focus on cutting "out-of-control" government spending.

Abstract

Objectives To analyse the tobacco industry?s use of international trade agreements to oppose policies to strengthen health warning labels (HWLs).

Design A review of tobacco industry documents, tobacco control legislation and international treaties.

Results During the early 1990s, the tobacco industry became increasingly alarmed about the advancement of HWLs on cigarettes packages. In response, it requested legal opinions from British American Tobacco?s law firms in Australia and England, Britain?s Department of Trade and Industry and the World Intellectual Property Organisation on the legality of restricting and prohibiting the use of their trademarks, as embodied in cigarette packages. The consistent legal advice, privately submitted to the companies, was that international treaties do not shield trademark owners from government limitations (including prohibition) on the use of their trademarks. Despite receiving this legal advice, the companies publicly argued that requiring large HWLs compromised their trademark rights under international treaties. The companies successfully used these arguments as part of their successful effort to deter Canadian and Australian governments from enacting laws requiring the plan packaging of cigarettes, which helped delay large graphic HWLs, including ?plain? packaging, for over a decade.

Conclusions Governments should not be intimidated by tobacco company threats and unsubstantiated claims, and carefully craft HWL laws to withstand the inevitable tobacco industry lawsuits with the knowledge that the companies? own lawyers as well as authoritative bodies have told the companies that the rights they claim do not exist
